Professional Expertise

Rick Barnett joined Savills Studley in 2007 from Kilpatrick Stockton where he spent seven years as director of government relations. Rick brings 26 years of experience working in the federal government, including the House Committee on Transportation and Infrastructure, where he served as a staff economist and senior professional on public buildings matters.

During his tenure on Capitol Hill, Rick oversaw the construction, renovation and leasing budget of the General Services Administration’s (GSA) during its overhaul of over 160 US courthouses, a multi-year effort at an estimated cost of $10 billion. In cooperation with the Judicial Conference and GSA, Rick handled requests for new courthouses and made recommendations on the priority consideration and building efficiency of these projects. He reviewed GSA’s major leasing operations, including the headquarters of the U.S. Patent and Trademark Office, Department of Transportation and approximately 300 lease actions for space acquisition with a total value in excess of $10 billion. Rick was instrumental in recommending new congressional guidelines on federal building security and was one of the lead writers behind the Southeast Federal Center Public Private Development Act of 2000.

While at the Committee, Rick drafted legislation authorizing improvements to the Smithsonian Institution, Kennedy Center, Air and Space Museum Annex, and the National Museum of the American Indian. During the 1980s, he served as Associate Administrator for Congressional Affairs for GSA and Chief of Staff for the Government Printing Office, where he was involved in procurement and production of federal publications. Prior to that, Rick worked for Real Estate Division of Blake Construction, Inc. where he was involved in the sales, acquisition, financing, development and leasing of the company’s office building portfolio.

Activities & Achievements

Rick is a member of the Lowell School Auction committee, Lowell School Fathers Group, and is a regular contributor to American Red Cross blood drives. He has been a contributing author on publications regarding procedures of the House of Representatives and is a regular speaker to government officials on legislative and procurement issues.


Rick holds a Master of Business Administration in finance and marketing from the George Washington University, a Master of Arts in economics from American University and a Bachelor of Arts in economics from the University of Colorado.
